I circulate herewith, for the information of my colleagues, a despatch from the United Kingdom High Commissioner in the Union of South Africa commenting upon Doctor Malan's speech in the South African House of Assembly debate on the Commonwealth Declaration, extracts from which were circulated in C.P. (49) 139 (Appendix III). Sir Evelyn Baring, in this despatch, also assesses the attitude of the various South African Political Parties to the question of the establishment of a Republic in South Africa. I think my colleagues will find it of the greatest interest.
