I suggest therefore that a Committee should be set up forthwith consisting of representatives of the Ministry of Labour, Ministry of Health, Ministry of National Insurance, Ministry of Fuel and Power and the National Coal Board to investigate the whole matter and bring forward proposals for remedying it. The Committee should, I suggest, not merely sit in London but visit the coalfields to obtain evidence at first hand. It should be asked to report by the end of July.
