These issues will take place on the day following that on which the order to mobilize is received. The pouch ammunition will be issued immediately after the receipt of the order to mobilize if the order is received before 4 P.M., otherwise issue will be made at 6 A.M. on the following day.
(H.)-Action by Chief Paymaster.
1. Money would be raised in the same manner as in time of peace; there would be no difficulty in obtaining any amount as trade would be suspended, and the banks would be glad to get Government bills for dollars.
2. The Officers and Clerks of the Army Pay Department would be available to a great extent for employment on special duties at the discretion of the General in command.
3. The Chief Paymaster will, on the threatened outbreak of hostilities, place himself in communication with the Colonial Treasurer, and keep him supplied with information as to probable expenditure which will be incurred.
4. The following are the estimates of initial and recurring extraordinary expendi ture which will be incurred by the departments concerned :-
