5. The distribution of officers to engineer districts, and of the Supernumerary Staff and the Fortress Company to Sections and Reserve, is as detailed in Chapter II (B).
6. The District Engineer will make immediate arrangements with the triennial contractor for the hire of the contract labour, and provision of materials, necessary for constructing the field-works and mat-sheds enumerated hereafter under the heading "(i) Works."
7. The distribution of the Hong Kong Company will be carried out as described in "(ii) Submarine Mining," provided that the Senior Naval Officer concurs in the necessity for the mines being laid.
8. The Rules for the Regulation of Harbour Traffic will be put in force if, and so far as, the Senior Naval and Military Officers concur in this being necessary.

9. The detail of Field Works is shown in Chapter V (II). Epaulments for the guns of the movable armament and entrenchments for the infantry will be constructed by the Sectional troops, who will also improve the old and open the new communications required in each Section, supplemented by contract labour.
The tools will be issued from the Ordnance Stores with the Sectional camp equipment; they will be stacked by the guard-tent in charge of the guard until a mat- shed is provided for them.
When the works are completed, all tools which the Officer Commanding the Section deem it unnecessary to retain will be returned to Ordnance Store.
The howitzer batteries not already prepared will be constructed by hired contract labour so far as available.
10. Tents being very conspicuous and in many seasons unsuitable, will be replaced by mat-sheds as soon as they can be constructed. The following is an estimate of the cost involved :—

(ii.) Submarine Mining.
1. The system of submarine mining defence is in accordance with plans which have been approved by the War Office.
2. There are four mine-fields, Nos. I to IV. There is also a Brennan Torpedo Installation at Lyemun.
3. The force available for laying and maintaining the mine-fields and working the Brennan torpedo consists of the Hong Kong Company Royal Engineers, certain Submarine Mining Supernumerary Staff, and 6 Chinese civilians permanently employed, viz., 1 coxswain, 3 engine-drivers, and 2 stokers.
There are 5 officers posted to the Hong Kong Company R.E., of whom one is a Quartermaster and untrained in submarine mining duties.
