Position of Commander.-The position of the Commander will be near B 12. The infantry of the section will occupy the four block-houses B 10, B 11, B 12, B 13, and the works between them, and will command the several paths of approach.

Method of Quartering. The troops will be encamped until mat-sheds are provided for their accommodation.

Camp Equipment and Stores.-The camp equipment, stores, and tools required for use in the section are enumerated in the annexed Schedules XVII (12) and XVIII (12). All the articles are kept separate by the S.O.S.O., ready for immediate issue, and on mobilization will be sent straight to the head-quarters of the section by means of transport to be provided by the O.C.A.S.C., without requisition. The Section Commander will receive the stores on the ground, and will sign the customary receipt voucher.

Reinforcement in case of Attack.-In case of attack, the section will be immediately reinforced by the Kowloon Reserve, viz., one and a-half companies of the Indian regiment, and a battery of 7-prs. manned by the former.

All the troops and guns of the Victoria Reserve could also be brought up within two hours, and in very urgent circumstances reinforcements might be obtained from Sections I, VIII, and IX, those brought by sea being landed on the east or west shore, according to requirement.

Communications.-There are numerous inferior paths communicating from point to point within the section and between it and the Reserve, but much improvement of them will be required. There is telegraphic communication between the neighbouring Sections III and XI, and all other parts of the fortress, through which messages can be sent to this section, assisted by the visual signallers, of whom there are five, two furnishing one station at Block- house B 12, which communicates with Kowloon West, Magazine Gap, and Scandal Point, and three for use within the section.

Method of Supply: Small-arm Ammunition.—On marching out, all ranks carry in their pouches 70 rounds per Martini-Henry rifle. An additional 100 rounds per rifle is dispatched by hired transport to the section as a first reserve. This reserve should always be kept up, and requisitions should be furnished on the O.S.D. accordingly.

Food. Rations are delivered under regimental arrrangements. Water. Obtained from the small streams in the neighbourhood. Transport.-There should be little transport required within the section itself. In the event of any being required, intimation should be sent to the O.C.A.S.C., Victoria Reserve.

Depots.-All stores will be accumulated at the head-quarters of the

section.

Medical Services and Dressing Stations.-The Assistant Apothecary allotted to No. XI Section is also in medical charge of this section.

A dressing station will be established near the section head-quarters, and

a ward coolie will be supplied for it.

The following surgical and medical equipment will be furnished to the section Commander by the P.M.O., viz. :-

Coolies for carrying the stretcher mentioned in the Schedule of Equipment will be indented for as required.

Modes of Attack.-The mode of attack that may be expected is-

A small force of infantry, with mountain- and machine-guns, might be landed in Mirs Bay or Tolo Harbour, and move through the pass by Kowloon City or other passes over the Kowloon Ridge, with a view to seize the hills which com- mand the Kowloon batteries, at distances from 1,200 to 1,800 yards.

Such an attack would be met by holding the block-houses and entrench- ments until the arrival of reinforcements, which may be expected to arrive quickly, as above described.

Additional Works.-The works to be executed are :-

1. The four block-houses B 10, B 11, B 12, and B 13.

2. The entrenchments for infantry and mountain-guns, as projected on the ground.

3. Improvement of communication.
