INSTRUCTIONS FROM THE SECRETARY OF STATE FOR WAR.
The Committee will consider and report-
(1.) What portion of the cost of the garrison estimated by the Colonial Defence Committee to be necessary should be borne by the colony, including in the cost of the garrison all expen- diture on works and buildings and their maintenance ?
(2.) Whether the forces, or a portion of the forces, which it is proposed to raise locally, should be treated as Colonial forces, to be entirely raised, equipped, and paid by the colonies direct, or whether they should be included in the Imperial force and paid out of Imperial funds, subject to adjustment under paragraph 1?
