4. In these circumstances, it has been suggested that the lights in question as well as the 30 degrees fixed beam between Stonecutter's and the mainland, should all be under No. I Section Commander, who would then be responsible for all the defensive arrangements on the island with the exception of rendering the mines in the Main Channel active or inactive.

In this opinion the Colonial Defence Committee now concur.

5. The map at the end of the last revision of the Defence Scheme will serve to illustrate this Memorandum.
