Sir,
Government House, Hong Kong, July 31, 1895. WITH reference to Lord Ripon's Confidential despatch of the 7th February, I have the honour to transmit herewith a further Report on the defences of this Colony, prepared by the Local Joint Naval and Military Committee, in reply to the remarks by the Colonial Defence Committee dated the 23rd July, 1894.

Examination Anchorage and Regulation of Traffic.
1. A list of launches, suitable for examination purposes, has been prepared, and is kept by the Harbour-master, showing that about 100 are available. The Examination Staff, consisting of officers of the mercantile marine, can he engaged at short notice, and a list of the names of available men has been
