Service. These regulations appear to have escaped the notice of the General Officer Commanding, who refers only to a provision which was inserted in the Order in Council of the 26th October, 1896, on the recommendation of the Colonial Defence Committee, merely to exempt the naval and military forces from the operation of measures intended for the regulation of the civil population and the utilization of private property in war.
The arguments adduced by the Acting Governor in favour of the maintenance of the situation created by existing instructions appear to the Committee to be incontrovertible.
