37. Page 89 et seq.-Chapter IV has been greatly improved since last revision, and the instructions to Section Commanders leave little to be desired. The figures are not quite accurate.

Chapter VI.-Action by Civil Authorities.

38. Page 125.-The draft of the Governor's declaration under Section 189 (2) of the Army Act, placing the forces at Hong Kong under the active service conditions of that Act, should be inserted in Chapter VI (1). (See paragraph 26, above.)

39. Page 128 (iv).-Unless the duties which would be performed by the volunteers for sanitary services are of a definite and useful character, it would seem undesirable to call for volunteers for those services.

40. Page 128 (v).-When the traffic regulations are revised in accordance with the instructions referred to, the true bearings of the examination lines should be given, viz. :-

Eastern entrance: From Lyemun Reverse 12-pr. Q.F. battery, north 45° east (true), through Lyemun Point.

Western entrance: From West Point, Belcher's, 12-pr. Q.F. battery, north 6° west (true), through the western extremity of Stonecutters Island.

41. Page 128, bottom.—The details of the arrangements for the passive protection of the dock entrances, which are alluded to at page 15, paragraph 20, and page 40, paragraph 7, should be described in Chapter VI, as already suggested in paragraph 7 of the Committee's Remarks, No. 172 R, and paragraph 12 of their Remarks, No. 218 R, on two previous revisions of the Defence Scheme.

42. Page 129 (vii).-The section describing the action by the Captain-Super- intendent of Police is a very useful addition to the Defence Scheme. The European and Indian police trained in the use of arms (paragraph 2, and bottom of page 130) should be shown in the Annual Return of Military and Naval Resources of the Colony.

43. It is in contemplation to improve the maps illustrating the Defence Scheme, but the results of the survey now being made are not yet sufficiently available.

In the meanwhile, the map at the end of the Scheme would be clearer if the routes of telephone lines were omitted, and if only those electric lights which could be used on mobilization were shown. The sites of the howitzer emplacements should be checked.
