Government House, Hong Kong, July 15, 1901. I HAVE the honour to inclose, for your information, the attached correspondence, and to ask for instructions in the matter, as I am not satisfied as to the expediency of giving these facilities to any foreign navy, especially as, to remove the ammunition from the Colonial Magazine, boats' crews have to be landed on Stonecutters Island near the fortifications. France has her own port at Saigon, where the ammunition for her fleet could be stored.

I HAVE the honour to inform you that, at the written request of the French Consul, I have this day given permission to store in the Government Gunpowder Depôt, Stonecutters Island, the following cases of ammunition arrived by the French mail steamer "Annam," viz.: 126 cases of ammunition for the "Descartes," and one case of cartridges for the "
Argus.'

I HAVE the the honour to inform you that, at the written request of the French Consul, the Harbour Master has granted permission to store in the Government depôt, Stonecutters Island, the following cases of ammunition arrived by the French mail steamer "Annam," viz.: 126 cases of ammunition for the "Descartes," and one case of cartridges for the " Argus."
2. I shall be glad to know whether His Majesty's ships ever require or receive such facilities at a foreign port.
