CHAPTER IV.

CHAPTER IV (1).

INSTRUCTIONS TO SECTION AND FIRE COMMANDERS, &C.

(1.) General Instructions.

(i.) In Peace Time.

1. Each Section and Fire Commander will select an officer from the troops detailed for his Section to act as his Staff Officer,

2. The Officer Commanding Hong Kong Battalion, R.G.A., will act as artillery adviser to the Mainland Section Commander.

3. Each Section Commander and Fire Commander has certain secret papers connected with the Defence Scheme entrusted to his care, which must be kept in his own custody under lock and key.

4. The Fire Commander, Western Defences, will arrange that the Artillery Commander, Stonecutters, has a copy of all secret papers in connection with the Defence Scheme.

(ii.) At the Precautionary Stage.

5. Section Commanders (accompanied by their Staff Officers) and Fire Commanders proceed at once to the headquarters of their sections and fire commands.

6. Section and Fire Commanders issue to the officers commanding units of their commands their orders for the war stage, so that there may be no delay in carrying them out on the war stage being declared.

7. Section and Fire Commanders will arrange that the works set forth in Chapter III, Table E (i), are started.

Working plans and a map showing the exact positions of these works are in the possession of the O.C.R.E. detachment detailed to sections and fire commands.

This officer is at the disposal of officers commanding sections or fire commands for supervising works, arranging for the supply of materials, or giving advice on engineer

matters.

8. The Artillery Commander at Stonecutters will hold himself in readiness to take over independent command at Stonecutters at any time.

9. The rations arrangements are as follows:-

Troops remaining in their barracks will indent for and draw their rations as in

Troops who have gone into mobilization positions will be rationed according to indents sent in to the Officer i/c Supplies by the Section or Fire Commanders. These rations will be sent out daily under arrangements made by the O.C.A.S.C. Special instructions relating to the making out of these indents are in possession of the officers commanding sections and fire commands.

10. Telephone stations are manned (see diagram of telephone system Chapter III).

Officers commanding sections and fire commands are responsible for :---

Providing tents (where no buildings exist) for the telephone operators, and seeing that they are provided with candles or lamps for night work.
