(a.) The Governor, who will communicate by telephone or messenger direct to the G.O.C. at headquarters office, Victoria Barracks, any information he may receive by cable from the Secretary of State, or from Governors of neighbouring countries.

(b.) The Commodore, who will communicate by the direct telephone line from his office in the dockyard, or by messenger with the G.O.C. at the headquarters office, any information he may receive by cable or from incoming ships, with regard to the location and movement of any enemy's ships in the neighbourhood of Hong Kong, also information of the intended entrance or exit of any of His Majesty's ships to or from the harbour.

(c.) The Harbour Master, who will inform the General Staff Officer at the head- quarters office by telephone of the approach of any ships communicating with any of the ships' signalling stations, and of the departure of any ships from the harbour.

(d.) The Superintendent of Police, who will communicate to the General Staff Officer at the headquarters office, by telephone or by messenger, any information he may receive through the police system of communication, which centres in the Central Police Exchange, of any hostile or suspicious movement of ships or men in the neighbourhood of the outlying stations north of Tai-Po, or on the mainland, or along the south shore of the island of Hong Kong.

(e.) Section or Fire Commanders, who will communicate to the headquarters office by the military command telephone system, information as to the hostile movements preliminary to or in the course of an action.

(f.) The Censor, who will communicate anything of military importance with which he may become acquainted in the exercise of his duties.

(BB.)—Action by Intelligence Officer.

(i.) At the Precautionary Stage.

1. Arrange organization of scouts, runners, &c., to be established at the war stage. 2. Organize local intelligence work.

(ii.) At the War Stage.

3. Under the orders of the General Staff Officer, he will have charge of all arrangements connected with receiving, collating, and distributing intelligence.

4. He will distribute Chinese runners as required, to be employed as scouts and runners between outposts and headquarters of sections, and generally to supplement the telephone and signalling services.

5. He will organize secret agents.

6. He will distribute intelligence as ordered by the General Staff Officer, and keep the intelligence diary.

(C.)-Action by D.A.A. and Q.M.G.

(i.) At the Precautionary Stage.

1. He will be responsible for the movement of all troops to their stations as shown in Table B (i), Chapter II.

2. He will be responsible for the posting of the guards set forth in Chapter V (3). I
