The chances that such a force would come by any other route than an overland one are infinitely small.

It might therefore be possible to deplete the garrison allotted to the defence of the Island of Hong Kong to form a flying column to operate against their flank by way of Deep Bay or Tai-po-hu.

Suitable boats for the transport of such a force might be obtained by using the vessels of the Hong Kong, Canton, Macao River Steamboat Companies, supplemented by such gunboats, destroyers, and ships of His Majesty's navy as might be available in Hong Kong.
