(C.)—Duties of and Action by Naval Secretary.
(i.) Peace.
1. You are to have charge and custody of these Secret War Orders, handing them over to your successor when relieved. You are responsible that each officer mentioned in Part I (B) has a copy of the orders he is to carry out, and furnishes a certificate to you
that they have been handed to his successor on being relieved of his peace appoint- ment. Each of these officers is to be allowed access to the complete orders so as to grasp clearly what part he is to take in the whole scheme.
2. You will keep the Naval portion of the scheme up to date, and see that any officers affected by the alterations are immediately informed.
3. You are, as far as possible, to have all telegrams, letters, lists of launches, written orders, and other communications in connection with your duties during a period of strained relations or war, prepared in peace, so that there shall be no delay in giving effect to these instructions on receipt of the "Warning" and "War” telegrams.
(ii.) Mobilization.
1. You are to inform the following officers of the receipt of the telegram :-

Unless received through them. In the latter case its receipt is at once to be acknow- ledged by letter or by telegram, as the case may be.
The Commanding Officers of all of His Majesty's ships at Hong Kong and
in the West River.
Commander of His Majesty's ship "Tamar."
Commander (N).
The King's Harbour Master.
The Senior Naval Intelligence Officer.
1st Lieutenant (for Signal duties), His Majesty's ship "Tamar."
The Lieutenant (T), His Majesty's ship "Tamar."
Lieutenant (G), His Majesty's ship "Tamar."
The Superintendent, Dockyard Police.
The Deputy Inspector-General, Royal Naval Hospital.
The acknowledgment of each of these officers is to be obtained.
2. Seven printed copies of the Hong Kong Traffic Regulations will be supplied to you for issue to the Assistant Examining Officers mentioned in Appendix (B) of those regulations. You are responsible that these copies are held in readiness for issue in an emergency or whenever required.
3. You are to direct the Compradore, His Majesty's Dockyard, to arrange for the immediate hire of all coolie labour required. The requirements are in Schedule attached.
4. You are to notify the Colonial Harbour Master that the Examination Service is to be enforced, and request him to hand over as soon as possible to the Chief Examining Officer the craft and personnel mentioned in Schedules (A) and (B) of Appendix to these War arrangements (Hong Kong Traffic Regulations), in order that the necessary stores and fittings may be provided. You are also to inform the Chief Examining Officer that the examination service is to be enforced.
5. You are to supply to the Chief Examining Officer the copy of "Merchant Ships' Papers (N.I.D. 576) forwarded with Admiralty letter M. 01002 of the 31st July, 1908.

6. You are to issue a notice cautioning all signalmen, messengers, writers, and other persons employed in the Dockyard through whom orders pass, as to the penalties
