6. A. Proclamation will be issued under the Military Stores (Prohibition of Exportation) Ordinance, 1862, if one is not already in force, and one under the Peace Preservation Ordinance, 1886, if China is hostile, or there are symptoms of disaffection or unrest among the Chinese population.

7. The following Order will be published at the same time as Proclamation (iii) above :-

Order made by his Excellency

Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

Whereas by sub-clause 13 of Clause III of the Order of the late Queen in Council of the 26th day of October, 1896, it is provided as follows:-

For the purpose of determining the amount of any remuneration or compensation payable under this Order, and the prices at which any grain, article of food, coal or other fuel taken under sub-clause 9 of this Order may be sold to the inhabitants, the Governor shall appoint a Board consisting of five persons, of whom one shall be a Judge, two shall be officers either in the service of the Civil Government of the Colony or in His Majesty's naval or military service, and the other two shall be inhabitants of the Colony;

Now, therefore, I,

Governor of the Colony of Hong Kong and its Dependencies, do hereby, in pursuance of the powers vested in me as aforesaid, appoint a Board consisting of five persons (namely, the Puisne Judge, the Registrar- General, the Land Officer, and the senior European and Chinese unofficial members of the Legislative Council, all to be indicated by name) for the purpose of the said Board determining the amount of any remuneration or compensation payable under the Order of the Queen in Council above referred to, and the prices at which any grain, article of food, coal or other fuel taken under sub-clause 9 of Clause III of the said Order in Council may be sold to the inhabitants of the Colony of Hong Kong and its Dependencies.

8. The following Special Admiralty Order will be published on receipt by the Governor of instructions from His Majesty's Government ;-

Mobilization of the Royal Naval Reserve.

Men absent from the British Islands.

His Majesty the King having issued His Proclamation ordering and directing that the Royal Naval Volunteers (commonly known as the Royal Naval Reserve) under the Royal Naval Reserve Act, 1859, or as many or such part of them as the Lords Commissioners of the Admiralty may direct be called into active service.

Notice is hereby given that all men in the Royal Naval Reserve who are absent from the British Isles are liable to serve in the Royal Navy if called upon by the Officer Commanding any of His Majesty's ships.

Royal Naval Reserve men serving in merchant ships abroad, on receiving notice of the issue of the Royal Proclamation at any port they call at, are to report themselves to the senior British naval officer at this port, or to the first British naval officer they may meet, or failing that, to the nearest Registrar of Naval Reserve on arrival in the British Islands.

Royal Naval Reserve men abroad, but not serving in merchant ships, are to report themselves to the nearest British Naval, Consular, or Colonial Officer forthwith.

Any man failing to report himself without delay in compliance with this Order will be liable to arrest as a deserter.

9. The Colonial Secretary will advise the Governor with regard to such further orders under the Order in Council of the 26th October, 1896, as may be necessary from time to time, and with regard to orders required under the two Proclamations referred to in paragraph 6 above. He will carefully consider, in connection with the existing state of the food supply of the Colony, the desirability of special orders with regard to the prohibition of export or restriction of distribution of food-stuffs.

10. When the Senior Naval Officer informs the Governor that it is necessary to put in force the arrangements for the Examination Service and Regulation of Traffic detailed in Chapter VII (L), the Colonial Secretary will publish in the
