CHAPTER VI.

CIVIL ADMINISTRATION.

(1.)—Action by Colonial Secretary.

(i.) At the Precautionary Stage.

1. The Colonial Secretary will issue confidentially the instructions contained in the following sections with regard to the action required of Heads of Civil Departments in connection with the mobilization of the fortress and the defence of the Colony. He will direct the Heads of Departments to prepare to take action on these instructions, but not to take such action pending further orders.

2. He will, unless he has previously done so by direction of the Governor, instruct the Inspector of Schools at once to give over charge of his department to the Head Master of Queen's College, and report to the General Staff Officer for duty as Censor.

3. He will, unless he has previously done so by direction of the Governor, warn the editors of the four English newspapers in the Colony not to publish without express sanction any information as to the movement of His Majesty's ships or troops or to the dispositions for defence.

(ii.) At the War Stage.

4. He will direct Heads of Departments to take action on the instructions. previously issued to them, and will see that these instructions are carried out without delay.

5. The five following Proclamations will be issued :—

(i.) By his Excellency

Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies, and Vice-Admiral of the same.

Owing to the imminence of active service (or to the existence of active service) I declare it to be necessary for the public service that the forces in this Colony be placed under active service conditions, in accordance with Section 189 (2) of the Army Act.

(ii.) By his Excellency, &c.

Whereas, by Section 13 of the Volunteer Ordinance, 1893, it is enacted that the Governor may, in case of great national emergency, or in case of actual or apprehended invasion of or attack on the Colony, by Proclamation call out any Volunteer corps for actual military service, and whereas it is also enacted by the aforesaid section that the period of such service shall continue so long as the Governor in Council shall consider necessary, and shall end only by order of the Governor.

Now, therefore, I, Commander-in-Chief of the Colony of Hong Kong and its Dependencies, and Vice-Admiral of the same, acting with the advice of the Executive Council to the effect that such calling out is necessary and should be continued for the present, do, by this Proclamation, call out the Hong Kong Volunteer Corps for actual military service until my further order.

A Magistrate or Justice of the Peace will be in attendance at the Supreme Court and at the Magistracy to enrol members of the Hong Kong Volunteer Reserve Association as members of the Hong Kong Volunteer Corps, and to enrol additional members for that

corps.
