The stores required for the expansion of hospitals at Victoria and Kowloon will be drawn as required on the third day of the war stage.

(K.)—Action by District Paymaster.

135. The District Paymaster will on mobilization open an account for War Expenditure, and debit this account with all expenditure incurred by reason of the mobilization, taking such steps as may be necessary to provide sufficient funds for such a contingency.

136. He will examine and pass the monthly account which will be presented to him by the Colonial Treasurer for expenses incurred on account of the War Department by the Colonial Government.

The chief items of this account, as far as can be foreseen, are :--

.) Expenditure by the Principal Civil Medical Officer in providing civil practitioners to supplement the officers of the R.A.M.C. and I.M.S., and any hospital accommodation required additional to existing Military Establishments.

(2.) Expenditure by the Director of Public Works on account of supervision, labour, and materials supplied to, or work done for, the C.E. in connection with war preparations.

137. The District Paymaster will make available for special duties any of the officers and clerks of the Army Pay Department and Corps that can be spared.

138. He will inform the Colonial Treasurer from time to time of the amounts likely to be required by the military authorities for making cash payments.

(L.)-Action by the Provost Marshal.

He will establish his office at the Detention Barracks, and will act under the orders of the D.A.A. and Q.M.G.
