(2.) Masters and Crews.
The masters and crews (Chinese) of the steamers required for the examination service will be provided by the owners of the vessels, and arrangements will be made with them for provision of relief crews when necessary.

18 R.M. signallers from H.M.S. "Tamar" will be allotted to the respective vessels follows
(a.) Western Examination Service.-5 launches; 6 R.M. signallers (including 1 for duty with Chief Examining Officer).
(b.) Control of Traffic from Canton River and Macao.-4 launches; 6 R.M. signallers (i.e., 1 signaller for each crew).
(c.) Eastern Examination Service.-5 launches; 6 R.M. signallers (including 1 for duty with Assistant Examining Officer).
APPENDIX (C).
Stores required for the Examination Service.
1. Flags. The flags to be used by the examination steamer for communicating with merchant ships are those of the International Code (1901 edition).
The additional flags required are the blue ensign, the pilot flag, of the pattern approved by the Admiralty, to distinguish the examination steamer by day, and flag No. 1, size 6, pendant, Naval Code.
2. Lamps.-Three red lights, three white lights, and two flashing lanterns will be required.
3. Balls.-Three red balls for use when it is required to indicate that the port is closed by day.
4. Semaphore.-A large size mechanical semaphore.
5. Sound Signals. The examination steamer is to have the means of making sound signals by whistle or syren, and is to be provided with a megaphone.
6. Glasses. The examination steamer is to be provided with a good pair of binoculars for use at night, and a small marine telescope.
7. Books. A copy of the Naval Intelligence Department's publication entitled "Merchant Ships' Papers" will be supplied on mobilization to the Chief Examining Officer by the Secretary to the Commodore, to whom it must be returned on de- mobilizing.
The forms mentioned in paragraph 51 will be supplied by the Senior Naval Intelligence Officer at Hong Kong.
8. The following is a complete list of stores and fittings maintained at Hong Kong for use on board each examination steamer :----
