CHAPTER I (D);

(ii.) To hold the central ridge and gaps, and to prevent an enemy who has landed on the south shore from climbing the steep slopes leading to the central dominant position.

(iii.) To guard against and repel an attack from the mainland by holding, with infantry detachments and guns of the movable armament, the passes over the hills running across the Kowloon Peninsula.

(iv.) To utilize for the defence of the port, unless required for other service, the four torpedo boats and the one harbour service destroyer which are attached to the naval establishment; also a number of local steam craft would be taken up and armed as soon as crews could be provided for them.

5. The extent to which these measures for the defence of Hong Kong are to be brought into operation will depend on the local necessities of the occasion, but it has been laid down as a principle that during the more or less gradual transition from a state of peace to one of war two critical points arise, at each of which appropriate measures, on lines which are precisely indicated hereafter, are to be taken.

These points are-

(a.) When relations with one or more maritime Powers are so strained that it is desirable to take precautions against acts of hostility.

(b.) On the outbreak of war. For the purpose of the Defence Scheme.

(a) is known as the precautionary stage.

(b) is known as the war stage.

These stages will be intimated to all concerned, who will act on the orders detailed for each stage in the following chapters.

6. The following tables show the approved establishment and strength of garrison on the 1st January, 1909, the armament, and defence electric lights :-
