3. You are, so far as is possible, to have all telegrams, letters, written orders and other communications prepared in peace, so that there shall be no delay in giving effect to these instructions.

(ii.) Mobilization.

1. When the examination service is to be enforced, you will receive a communication to this effect from the Naval Secretary to the Commodore.

2. The Colonial Harbour Master will at once be requested to transfer to you the craft and personnel mentioned in Appendices (A) and (B) of the Hong Kong Traffic Regulations (page 181).

3. You will then arrange for the necessary fitting out of these boats and their completion with the stores required.

4. As soon

as all your preparations are complete, you will at once enforce the examination service and report to the Commodore that you have done so.

5. Copies of the Hong Kong Traffic Regulations, and the Memorandum on Regulation of Traffic, &c., N.I.D. 868, March 1909, are to be supplied to you in peace by the Naval Secretary to the Commodore. These are for the use of the various Examining Officers, to whom you should issue them on mobilization.

6. Whenever the examination service is put into force in war or tested in peace, a copy of Merchant Ships' Papers (N.I.D. 576) will be supplied to you by the Naval Secretary to the Commodore. You are to make yourself acquainted with its contents.

7. You will receive every day, after 4 P.M., from the officer in charge of signal stations, the secret signal for the following day for the admission of H.M. ships into the port.

8. You are to inform the Naval Secretary to the Commodore every day, before 4 P.M., what the special signal for the following day for the admission of merchant vessels to the harbour is to be. The Fortress Commander will then be informed.

9. The Hong Kong Traffic Regulations are printed on pages 173 to 186.

Instructions regarding Stores and Attendance of Steamers.

1. You are responsible that the service are complete and efficient. successor is to report that they have

necessary fittings and stores for the examination You are to inspect them periodically, and your been turned over complete and in good order.

2. The steamers will be provided with coal and water from the Naval Yard, Kowloon, where a supply of coal in 1 cwt. bags will be stored for this purpose.

3. One launch from each examination station will be sent in every day to coal and water.

4. The naval ratings employed in the examination service are to be placed on compensation. The Commander of "Tamar" will arrange to have emergency rations stored in "Tamar" for use should they be required.

5 The civilians (European and Chinese) will provide their own food.
