(c.) The Jubilee Look-out is on the extreme west point of the island. It is reached by tram to the end of Jubilee Road and then by road.
(d.) The Main Signal Station is established at the Commodore's Office in the Dockyard.
Establishment and Operation of the Port War Signal Stations.
Of the three port war signal stations all are permanent buildings, Victoria Peak being in constant occupation.
D'Aguilar is a permanent building with a small caretaking party.
Jubilee Look-out has a small house for the telephone, flags, &c., and tent or matshed accommodation will be provided for the signalmen.
The operation of the stations on the precautionary stage being reached will be- (a.) Victoria Peak receives two more signal ratings from "Tamar" and their confidential instructions laid down in Appendix (A).
(b.) Tamar" will send out the necessary ratings for Cape D'Aguilar with their confidential instructions laid down in Appendix (A).
(c.)
"Tamar" will send the necessary ratings to Jubilee Look-out Post with their confidential instructions laid down in Appendix (A).
(d.) The A.N.I.O. will be placed in charge of Victoria Peak Signal Station. Assistant Paymaster of "Tamar" at Cape D'Aguilar.
(e.) The telephonic communications at all the stations are tested and reported by the Signal Officer to the Commodore, who will cause the Fortress Commander, Harbour Office, and Chief Examining Officer to be informed.
APPENDIX (A).
Duties of Officer in charge of Port War Signal Stations, A.N.I.O., Victoria Peak, and Assistant Paymaster, D'Aguilar.
1. You are to make yourself familiar with the "Regulations governing the entry of His Majesty's Ships and Vessels of Wa
ar.
2. On receipt of a communication that the "Warning" telegram has been received indicating that hostilities are imminent, you are to mobilize and issue War Orders to the Signal Stations.
3. You are to work in cordial co-operation with the Military authorities, and to render them every assistance in your power.
4. The personnel for manning the Signal Stations, and lists of stores provided, or to be provided, are shown in Schedule B.
5. Coolie labour will also be used for keeping up the supply of all provisions, consumable and other stores, to Victoria Peak and Jubilee Post Stations. Eight coolies have been engaged by the Compradore of the Dockyard for this purpose.
The Commander of the "Tamar" is responsible for this duty.
6. You are to give early information of the approach of all vessels to:-
(a.) The selected Battery.
(b.) The Fortress Commander. (c.) The Commodore.
7. To take in any signals made by incoming vessels.
8. To note their appearance and identify them if possible.
9. No signals other than the acknowledgment are to be made from the Signal
Station to vessels in sight unless specially authorised.
10. In the event of the incoming vessel being a merchant ship, she will be dealt with by the Examination Steamer.
