(F.)--Duties of and Action by Naval Intelligence Officers, H.M.S. " Tamar,”

Hong Kong.

(i.) Peace.

1. You will perform the ordinary duties of Intelligence Officer, and have no connection with the Local Defence Committee.

2. You are to keep these Secret Standing War Orders under lock and key. They are to be handed over to your successor, and a certificate to this effect is to be furnished to the Naval Secretary to the Commodore. You are also to make yourself thoroughly acquainted with the whole Scheme for the defence of Hong Kong.

3. You are to make yourself familiar with the action to be taken by you in peace, and on receipt of the "Warning" telegram. Any suggestions for improving these Orders are to be brought to the notice of the Commodore through the Naval Secretary, on the first day of each quarter.

4. You are to have, as far as possible, all letters, telegrams, written orders, and other communications prepared in time of peace, so that there may be no delay in giving effect to these instructions.

(ii.) Precautionary and War Stages.

1. In the event of both the Intelligence Officers being at Hong Kong when the precautionary stage is initiated, the S.N.I.O. will continue to carry out his ordinary intelligence duties, keeping in close touch with the General Staff Officer, and with the Military Officer responsible for cable censorship, the Signal Officer to the Commodore, and the officer in charge of radio-telegraphy.

2. The junior Intelligence Officer will be stationed in the Victoria Peak War Signal Station, where he will assist in the identification of men-of-war and other ships wishing to enter the port. He will make arrangements for the Examination Officers to question all incoming ships regarding hostile or friendly war ships and merchant ships which they have sighted, and for the information obtained to be transmitted to the S.N.I.O.

3. The S.N.I.O. will be responsible for notifying the Commodore and the General Staff Officer of all the information of importance he may receive.

4. Should only one of you be present he will carry out the above duties so far as possible, his headquarters being on board the "Tamar."

(G.)—Duties of and Action by the Naval Adviser to the Fortress Commander.

NOTE.-Owing to the demand for the services of all the officers whom it may be expected will be available on the outbreak of hostilities, it is highly improbable that any officer can be spared to act as Naval Adviser to the Fortress Commander. Should it be possible to spare an officer to act as Naval Adviser, that officer will be ordered to place himself in communication with the General Officer Commanding, and will receive instructions as to the duties required of him from the latter. Should the Lieutenant (G) of Tamar eventually relieved of his duties as second in command of the torpedo-boat flotilla, he will be detailed for this duty.
