For the hospitals under military administration the following local practitioners, who have agreed to serve, will be told by the P.C.M.O. to report to the P.M.O. :- Drs. Forsyth, Grone, Jordan, Swan, and Mitchell, who will be paid at the rate of 500 dollars per mensem.

6. The Principal Civil Medical Officer's duties with regard to naval requirements are therefore, on the request of the Senior Naval Officer, to-

(a.) Arrange for the establishment of hospitals, each for 200 beds, at the Mat-shed Annex when ready, and at the Peak Hotel when taken over.

(b.) See to the equipments of these hospitals with furniture, medical appliances, drugs, &c.

(c.) Complete the staff by calling on private practitioners, by arranging for lady nurses, and by engaging Chinese attendants, cooks, and ward coolies.

(d.) Call on three private practitioners to give assistance in hospitals under naval administration.

7. The Principal Civil Medical Officer's duties with regard to military require- ments are, in the precautionary stage, to-

(a.) Prepare the Maternity Hospital at the Government Civil Hospital for seriously ill or wounded officers.

(b.) Arrange for the treatment of sick and wounded of the Chinese Coolie Corps. and of other Chinese males at the Tung Wa Hospital, and of women and children at the Victoria and at private female hospitals.

(c.) Direct six private practitioners to report to the P.M.O. for employment in the hospitals under military administration.

8. He will report to the Colonial Secretary when each separate action required of him according to the two preceding paragraphs is completed.

Sanitary Staff.

9. The P.C.M.O. will see that the members of the Sanitary Staff who are Volunteers report at once to the Commandant, Volunteers, that those who belong to the Volunteer Reserve Association enrol as Volunteers and then report to the Commandant, and that those who have volunteered for duty on the military telephones carry out the orders in their possession.

10. If by reason of members of the Sanitary Staff being called to military service, or by reason of special sanitary measures becoming necessary during the period the fortress remains mobilized, the Staff becomes inadequate for the duties they have to perform, the P.C.M.O will make recommendations for obtaining temporary assistance to the Colonial Secretary for the approval of the Governor. The Board will similarly make recommendations if by reason of mobilization or military operations additional scavengers, &c., become necessary.

11. Any extra expenditure resulting from the adoption of these recommendations will be debited to a vote for " War Expenditure," which will be taken in the Legislative Council.

(7.)-Action by Director of Public Works.

1. The Director of Public Works will see that the members of the Public Works Department who are Volunteers report at once to the Commandant, Hong Kong Volunteers, that those who belong to the Volunteer Reserve Association enrol as Volunteers, and then report to the Coinmandant, and that those who have volunteered for duty on the military telephones carry out the orders in their possession.

2. He will at once proceed with the construction of the Mat-shed Annex at the Government Civil Hospital for naval patients, in accordance with a plan in his possession, and inform the P.C.M.O. when it will be fit for occupation. The work estimated to cost 7,000 dollars will be debited to "War Expenditure on account of Admiralty" for subsequent adjustment.
