(E.)-Action by Chief Engineer.
(i.) At the Precautionary Stage.
1. He will allot money, after arranging with the Paymaster, for the special works to be constructed on mobilization.

He will arrange with the Director of Public Works of the Colony what assistance the Public Works Department can give in the maintenance or construction of those military buildings and works that he considers should be proceeded with, but which cannot be undertaken by the R.E. owing to the requirements of mobilization. He will inform the D.P.W. whether the cost of any work taken over for execution or completion by the P.W.D. shall be debited to the War Department as War Expenditures for subsequent adjustment, or as ordinary military expenditure to be repayed as incurred.
3. He will at any time while the fortress remains mobilized, request the D.P.W. to render such assistance in supervision, labour, and material for the construction or repair of defence works, roads, &c., as he may require, and as the D.P.W. may be in a position to supply.
(i.) Works.
1. The detail of field works is shown in Table E (i. Those to be commenced at These works will be the precautionary stage being marked with an asterisk. commenced by the R.E., and such sectional troops as may be available.
Tools will be issued from the Ordnance stores, and placed under charge of a guard until otherwise provided for.
2. At the war stage the works already commenced in the precautionary stage will be continued, if not complete. The work will be carried out by the sectional troops, supplemented by contract labour and assistance from the P.W.D., under the orders of section commanders, assisted by the R.E. officers attached to their sections.
(1.)-Action by Staff Officer, RE.
1. During Peace Time.-He will keep corrected up to date working plans of all field works, roads, buildings, &c., which are to be constructed on mobilization, with lists of tools and working parties required for each. He will assure himself that the R.E. officers of each section are in possession of copies of the above for their own sections. He will keep a detailed nominal list, corrected up to date, of the officers and men of the Supernumerary Staff and Fortress Company, as allotted to sections and reserve.
2. At the Precautionary Stage. He will issue orders for the parties detailed to sections to proceed to their various stations for annual course of field works, and will satisfy himself that the tools laid down for each section are duly received.
He will ascertain from the C.E. which services are to be suspended on mobilization, and will make all preliminary arrangements in conjunction with the Civil Staff for contracts for special defence works to be constructed by contract labour on mobilization, and will arrange for any necessary coolie labour.
3. At the War Stage. He will carry out the instructions already received as to suspension of works, and will complete the contracts for such defensive works as are to be hus performed.
