Gazette the appointment of the Harbour Master to be Chief Examining Officer of shipping, and at the same time a notification drawn up by the Harbour Master of the position of the examination lines, and of the rules appertaining thereto.

11. The Colonial Secretary will obtain the Governor's signature to a financial Minute for 50,000 dollars on account of war expenditure, and bring it before the Finance Committee and Legislative Council at an early opportunity.

(2.)—Action by Registrar-General.

1. The Registrar-General will arrange with the Directors of the Tung Wa Hospital that sick and wounded of the Chinese Coolie Corps shall be received at the hospital, and that generally it should relieve the Government Civil Hospital as much as possible of the care of Chinese patients.

2. He will warn the editors of the Chinese newspapers in the Colony not to publish, without express sanction, any information as to the movements of His Majesty's ships or troops or to the dispositions for defence, and not to publish anything likely to have a disturbing effect on the Chinese population.

He will at once report to the Colonial Secretary any case in which that warning has been neglected.

3. He will communicate to the Captain Superintendent of Police and the Colonial Secretary any information he may obtain with regard to the attitude of the Chinese population, and advise as to any Proclamation that may be necessary to reassure or give confidence to that population.

(3.)-Action by Treasurer.

1. The Treasurer will open an account for "War Expenditure" crediting to it the sum of 50,000 dollars, for which a vote will be taken in the Legislative Council, and debiting it in the first instance with all expenditure incurred by the Civil Departments of Government whether such expenditure is ultimately to be recovered from the Imperial Government or not.

The items of the account will show, however, whether the expenditure is incurred on behalf of the Admiralty, War Office, or Colony.

Against the Admiralty will be charged expenses incurred by the Principal Civil Medical Officer and Director of Public Works in the construction, fitting, and maintenance of the additional naval hospitals, hereafter provided for. Against the War Department will be charged expenses incurred :—

(1.) By the Principal Civil Medical Officer in maintaining a hospital for officers wounded or seriously ill, and in providing civil practitioners to supplement the officers of the R.A.M.C. and I.M.S.

(i.) By the Director of Public Works on account of supervision, labour and materials supplied to or work done for the C.E. in connection with war preparations.

Against the Colony will be chargeable-

(i) Pay of the Volunteers (but not rations, which would be supplied by the Army Service Corps).

(i.) The cost of hiring and fitting examination steamers and providing the personnel for them.

(iii.) ·Pay of special constables and additional men for the fire brigade.

(iv.) Pay of additional sanitary officers, &c.

(v.) Payments to private hospitals taking Government patients.

2. The Treasurer will present monthly accounts to the Fleet Paymaster and District Paymaster for adjustment.

3. At the conclusion of the first month of mobilization the Treasurer in consultation with the Commandant of Volunteers, Harbour Master, Captain Superintendent of Police, and Principal Civil Medical Officer, will be able to present a fairly accurate forecast of future weekly expenditure on which to base any further vote which may be necessary to submit to the Legislative Council.
