(iii.) Telephones.

1. Two separate military systems of telephone communication, known as the Command and Administrative systems, are provided throughout the fortress, and have already been described in Chapter II (C) (ii).

(1.) Action by D.O. Telephones:-

1. In time of peace.-He is responsible for the maintenance of all Section and R.A. lines, and for the provision and maintenance of the instruments for the Section and Headquarter offices.

2. He will keep a register of operators, both civil and military, and will detail them to their posts.

3. He will arrange for the training of operators, about 50 per cent. more than the number required being trained to provide for casualties. Selected men should be trained for the Exchange and Headquarter offices.

4. He will arrange for the stores and instruments required on mobilization being kept always ready for immediate use. As a general rule, instruments and batteries are best not kept in out- lying offices, even when located in a permanent building.

5. At the "precautionary" stage. He will distribute such of the instruments enumerated in Table E (vi) as are to be fixed in permanent buildings, where they will be under lock and key, and he will have them conuected to their lines. The A.S.C. Transport Coolies in Table E (vi) will be available at this stage.

6. He may engage such additional coolies as may be necessary for the repair of the lines. 7. At the "war" stage. He will arrange to at once distribute the operators and the remaining instruments to their stations, and will complete the work given in Table E (vi).

8. The whole of the offices shown in Table E (vii) will be opened as soon as possible, and a report sent to the D.A.Q.M.G. when they are completed, which should be on the first day of mobilization.

9. All offices will then be kept open night and day, and additional offices may be opened and lines run as stores and time permit; the communications with the Kowloon Hills are the most important additions to be considered as matters now stand.
