SCHEDULE (A).

List of Steamers to be placed at the disposal of the Chief Examining Officer, as required.

(NOTE.—In order that the examination service may be efficiently and continuously carried out, and the accumulation of ships at the examination ground avoided, one steamer will be constantly on duty, and more than one steamer will, therefore, be required at large ports, of such size as to be easily handled in narrow waters, and of such power and speed as to be able to carry out the work in bad weather. Each steamer should have one or more masts high enough to carry the flags or lanterns denoting her character, and should also have the means of making sound signals by whistle or syren.)

List of Personnel to be placed at the disposal of the Chief Examining Officer, as required.

(NOTE. This will comprise Examining Officers and the crews and relief crews of the examination steamers. A regular system of reliefs should be established.

The Examining Officers should be specially selected for their intimate knowledge of the shipping usually frequenting the port.)

4 Junior Examining Officers.

10 Engineers.

10 Firemen,

10 Coxswains.

20 Sailors.

6 Signalmen.

Pilots in addition will be supplied if necessary.

(b) Instructions for Examination Steamers and Examination Batteries.

1. The character of all vessels approaching the port will be reported to the examination battery by the examining officer on board the examination steamer.

2. The flashing system by night and the semaphore by day, supplemented by the megaphone, are to be used for communicating between the examination vessel and the examination battery.

3. The examination steamer will be distinguished by the following means:-- By Day.-A blue ensign, and at the foremast head the special pilot flag. By Night. Three red lights, vertically, 6 feet apart at the foremast head.

4. The approaching vessel will be reported by the examination steamer, as either-----

5. The signal for a hostile" vessel is as follows :-

By Day.—Letter "T" flag, and a succession of explosive sound signals. By Night.-Red long lights, and a succession of explosive sound signals.
