3. There is also throughout the fortress a military administrative system of telephones used in peace or war for communication between offices and for routine messages. For general purposes of communication there is also, besides the Colonial system, which centres at the Central Police station, and places the Headquarters Office in communication with all the Colonial offices, the local company's telephone system, which would often give an alternative means communication.
