(F.)-Action by O.C.A.S.C.

1. This officer will perform the duties of Director of Supplies and Transport. On the outbreak of hostilities, he will take immediate steps to ensure :-

(a.) The provision of all transport required for the distribution of all personnel and matériel.

(b.) The organization, maintenance, and housing of two Coolie Corps, and the entertainment of certain other coolies required by the troops.

(c.) The accumulation of the necessary supplies, their distribution, their storage accommodation, and their efficient protection.

2. The distribution of A.S.C. officers for supply and transport services as under :- Second officer A.S.C. as Officer i/c Supplies, having under him the Inspector of Army Schools for supply duties at Kowloon.

Third officer A.S.C. as Officer i/e Transport, assisted by Superintendent of Water Transport and Army Schoolmaster, the latter as Officer i/c Transport, Kowloon.

Six European civilians will be engaged as issuers at the sub-depôt of each section of the defence.

(i.)—Transport.

3. The transport requirements for the conveyance of troops, guns of the movable armament, supplies and stores to the sections of the defence would consist of coolies by land, and steam launches and cargo and water boats by water. It is anticipated, however, that the very greatest difficulty will be experienced in obtaining anything approaching the requisite number of coolies.

The Officer i/c Transport is in charge of all army transport, and all requisitions for transport, where necessary, will be addressed to and dealt with by him. transport, however, required for movement of troops, equipment, &c., on mobilization, will be provided without requisition.

4. The Officer i/e Transport will at once place himself in communication with the Harbour Master and the Captain Superintendent of Police, and will, with their co-operation, charter the extra launches, cargo and water boats, and coolies required for the distribution of all personnel and matériel.

5. Table F (i) shows the detail of transport required for the distribution of troops, with their equipment, to their sections of defence, the points at which it will be required, and how it will be furnished.

All the transport detailed in this table will be maintained until all the troops and stores have been distributed to their sections, when the whole or part thereof may be discharged at the discretion of the O.C.A.S.C., who will bear in mind the contingency of Sections having to be reinforced and provide therefor.

Table F (ii) shows the detail of transport permanently required for-

(1.) The delivery of rations.

(2.) The supply of ammunition and stores other than those enumerated in Table F (i).

(3.) The removal of sick and wounded.

(4.) The supply of water to Stonecutters and Lyemun.

Table F (i) shows the temporary transport required, while Table F (ii) gives the permanent transport to be maintained.

6. In addition to those mentioned in the above tables, the O.C.A.S.C. will, in conference with the Captain Superintendent of Police, entertain coolies for the following purposes :-

(1.) 2,085 for transport of guns and carriage of ammunition of movable armament, whom be will send to the O.C.R.A.

(2.) 370 for transport of guns and carriage of ammunition of 2·5-in. guns, whom he will send to the O.C. Hong Kong Volunteers.

7. Two Coolie Corps will be formed, consisting of 6 superintendents, 6 headmen, and 240 coolies each. The 6 headmen will be English-speaking Chinamen. These
