2.--Defects in Telephone Systems.
The system of command telephones as it existed on the 1st September, 1902, is defective in the following particulars, which do not include minor defects or deficiencies which can be made good the first day of mobilization.
Section II.-The present headquarters at Mount Austin Barracks has no command system and communicates with Fortress Headquarters by the administrative system only. Temporary communication will be established with an infantry post on Mount Kellet, but there will be no telephone communication with the F.C. post and O.C.S.M. post, which are at Belcher or with the guns and infantry at High West and Mount Davis.
The F.C. Post is connected with the O.C.S.M. Post by a speaking tube, and will be connected direct to Fortress Headquarters by a command line. Orders and intelligence for the Belcher group of defences must therefore be communicated for the present direct to the F.C.
Section V-The communication with Fortress Headquarters is through the administrative exchange only.
The Section Commander's and F.C. posts are temporarily located in Lyemun Barracks and the F.C. is connected to all the existing batteries on the south side of the Pass.
Section VI.-The telephone centre is at Whitfield Barracks, from which the Section com- munications go to the F.C. and certain infantry posts on the Kowloon Hills; these latter are now inside the line of defences and would not be manned on mobilization.
The Section Commander will be at a camp near Kowloon City. A temporary telephone line runs at present from near Kowloon East Battery to Customs' Pass. This will be extended to Whitfield Barracks and an intermediate office opened at Kowloon City for use of Section Commander.
Reserve.―The headquarters in Whitfield Barracks would make use of the command system of No. VI Section.
3.-Maintenance.
The maintenance of all Section and R.A. lines, and the provision and maintenance of the instruments for the Section and Headquarters Offices is carried out under the supervision of the C.R.E., by an officer called "D.O. Telephones," whose office is in Wellington Barracks. Staff Officers of Sections should report at once to this officer any defects required to be made good. The provision and maintenance of instruments for R.A. command lines is arranged for by the C.R.A.
The whole work connected with the S.M. command telephones is carried out under the supervision of the C.R.E. by an officer called "O.C.S.M.”
4.-Operators and Orderlies.
Operators for Headquarters and Section Offices are detailed by the D.O. Telephones from trained men drawn from the British Infy. Bn. in garrison. Operators for R.A. and S.M. lines are detailed by the C.R.A. and O.C.S.M. respectively.
Operators from the British Infy. are also detailed for the administrative exchange and a few selected offices.
All other offices on the administrative system which are kept open on mobilization are worked by the Corps or unit in whose charge they are.
Chinese orderlies to carry messages are provided at the Headquarters and Whitfield Barracks offices by the O.C.A.S.C. At all other offices, Section, or other Commanding Officers must arrange for orderlies.
