The NPCSC issues an interpretation and clear explanations about oath-taking by public officers specified in Article 104 of the Basic Law. The interpretation clarifies that a person who takes an oath in a manner which is not sincere or solemn is considered to have declined to take the oath. The oath is thus rendered invalid and the oath- taker is regarded as having lost the qualification for the corresponding public office.
