Constitution and Administration 1 27
In 2004, the Director submitted three reports: one on the audit certification of the Government's accounts for the preceding financial year and two on the results of value-for-money audits (i.e. Report No. 42 of March 2004 and Report No. 43 of October 2004).
Report No. 42 contained 10 subjects, of which five had been selected by the Public Accounts Committee for public hearing:
Funding of projects under the Applied Research Fund;
• Harbour Area Treatment Scheme Stage I;
• Hong Kong Harbour Fest;
• Provision of aquatic recreational and sports facilities; and
• Training, employment and residential services for people with disabilities.
Report No. 43 contained 11 subjects, of which five had also been selected by the Public Accounts Committee for public hearing:
• Control and monitoring of District Council expenses and related activities;
• Government subsidies to the English Schools Foundation;
• Corporate governance and Headquarters administration of the English Schools Foundation;
• School administration of the English Schools Foundation; and
• Grant of land at Discovery Bay and Yi Long Wan.
The value-for-money audit reports attracted considerable public interest. The audit recommendations were largely accepted by the audited organisations.
The Director of Audit's reports on the accounts of other public bodies are submitted to the relevant authority in accordance with the legislation governing the operation of these bodies.
