The ordinance is administered by the Agriculture, Fisheries and Conservation Department (AFCD), and enforced by both the AFCD and the Customs and Excise Department (C&ED). It provides for penalties of up to a maximum fine of $5 million and imprisonment for two years.
Hong Kong's exemplary efforts to combat illegal trade in endangered species was recognised in March 2003 when the CITES Secretary-General awarded the Secretary- General's Certificates of Commendation to the AFCD and the C&ED. Hong Kong thus became the first recipient of the certificate, which was introduced in 2002. The Secretary-General also commended Hong Kong's long history of commitment to the implementation of the convention and its support of the secretariat's work.
