resiliency, the Understanding Adolescent Project was implemented in 150 secondary schools in September. Additionally, to enhance services for youth-at-risk, the service. focus of 18 selected integrated teams was extended in September to provide services for young night drifters.
Clinical Psychological Services
The SWD and NGOs employ a total of 67 clinical psychologists who provide a range of services to family casework, rehabilitation and correctional units in the HKSAR's social service sector. These services include psychological assessment, treatment, consultation, staff training and public education services. During the year, a total of 2 682 cases were served, and 2 335 assessments and 14 609 treatment sessions conducted. Two additional clinical psychologist posts were created to deal specifically with cases of domestic violence, in order to strengthen the support provided to families in need.
Staff Development and Training
During the year, the SWD's Lady Trench Training Centre organised 482 in-service training programmes for a total of 20 866 staff of the department and NGOs. To support continuous learning by SWD staff, the centre has established an 'e-learning Centre' web site where a web-based training package is provided.
Research and Statistics
The SWD conducts surveys and research studies, develops and maintains data systems and undertakes statistical compilation and estimation for the monitoring, planning, development and review of social welfare services. Major studies and surveys completed include the Study of Comprehensive Social Security Assistance (CSSA) Recipients 2000, the Survey on Employment Situation of 2000 Social Work Graduates and the 2001 Survey of Street Sleepers.
Subvention and Service Monitoring
Recurrent subvention and capital grants were given to 184 NGOs for the provision of social welfare services in accordance with government policies. Funding allocation for capital grants was administered by the SWD on the advice of the Lotteries Fund Advisory Committee.
To facilitate smooth implementation of the subvention reform described earlier (see section under Major Achievements), a Lump Sum Grant Steering Committee (with the Director of Social Welfare as Chairperson) was set up in February to advise on measures to achieve continuous improvement. The performance monitoring aspects of the reform have been implemented progressively since 1999-2000 under the Service Performance Monitoring System. This assesses service performance on the basis of a set of well-defined Service Quality Standards (SQSs) and Funding and Service Agreement (FSA) developed for each specific service. In 2001, all the SQSS and FSAS were in place.
Information Technology
In January, the SWD drew up an information technology (IT) strategy for the social welfare sector with a view to encouraging the management and staff of NGOs to expand and improve their use of IT in managing their organisations, communicating
