Hong Kong Jockey Club Institute of Chinese Medicine

The Government is taking steps to set up an Institute of Chinese Medicine to act as a focal point for action and co-ordination in the development of Chinese medicine. Its functions will include research and development, clinical trials, standardisation, quality control and commercialisation of research and development output. The Hong Kong Jockey Club Charities Trust has agreed to donate $500 million to support the institute's research programmes.

Standards and Conformance Services

The Quality Services Division of the Innovation and Technology Commission provides important standards and conformance services for Hong Kong industry. The Standards and Calibration Laboratory (SCL) holds the official reference standards of physical measurement for Hong Kong and provides calibration services in various areas traceable to the International System of Units of Measurements (SI). In May, the SCL became a signatory to the Global Mutual Recognition Arrangement for National Measurement Institutes operated by the International Bureau of Weights and Measures.

The Product Standards Information Bureau (PSIB) maintains a reference library holding some 80 000 standards issued by different national and international standards organisations. It offers a free advisory service on standards, and a standards sales service operated on a cost-recovery basis. The PSIB also co-ordinates Hong Kong's input to the Asia-Pacific Economic Co-operation on standards and conformance matters.

The Hong Kong Accreditation Service (HKAS) provides a comprehensive range of accreditation service for local conformance assessment activities and promotes the acceptance of such activities both within Hong Kong and overseas. By the end of the year, 105 laboratories were accredited under the well-established Hong Kong Laboratory Accreditation Scheme (HOKLAS), six ISO 9000 quality system certification bodies were accredited under the Hong Kong Certification Body Accreditation Scheme (HKCAS) and two inspection bodies were accredited under the Hong Kong Inspection Body Accreditation Scheme (HKIAS).

Industrial Support Agencies

The Innovation and Technology Commission works closely with a number of industry support agencies in developing Hong Kong's technological infrastructure.

Provisional Hong Kong Science Park Company Limited

The Provisional Hong Kong Science Park Limited is responsible for planning, developing and managing the Hong Kong Science Park. By providing an effective working environment and other supporting services, the Science Park will facilitate collaboration and synergy among its tenants. This will foster development of Hong Kong-based world-class technology clusters in major sectors including electronics, information technology, biotechnology and precision engineering, and ultimately enhance Hong Kong's long-term economic success.
