of individual projects. An example is the Green Project award winning Belcher Bay District Open Space detailed in a maritime theme to reflect the previous use of the site as a cargo-handling basin. Further awards went to the Rehabilitative Garden at Siu Lam Hospital and the hillside restoration works after completion of the North Lantau microwave link relay station.

Design and Build Contracts

Projects completed under the 'design and build' procurement method include the Sheung Shui Slaughter House, and government office buildings at North Point and Cheung Sha Wan. Projects under construction include the maintenance depot on Lantau; the departmental quarters at Kwun Tong, Lai King, West Kowloon Reclamation and Fanling; and a joint-user office building at Sha Tin.

Environmental Action

Environmental targets and objectives were continually improved in all aspects of work and the department was one of the first to produce an Environmental Report. The department, which implemented an environmental management system in 1997, was certified under ISO 14001 in 1998.

Energy Efficiency and Conservation for Building Design

Energy efficiency and conservation is a compulsory consideration in the design of new government buildings. Over the year, close to 90 per cent of the new government buildings achieved an Overall Thermal Transfer Value (OTTV) of not more than 23 watts per square metre. This is better than the statutory requirement of 35 watts per square metre introduced to limit the building solar and temperature heat gain. Energy efficient technologies and techniques including clean and renewable energy are adopted in the design of building services installations. The Public Records Office Building at Kwun Tong and the Castle Peak Hospital Block A and B completed recently were awarded the Energy Efficiency Building Award and the Certificate of Merit issued by the Energy Advisory Committee.

Green Management and Good Housekeeping

Green management and good housekeeping have been implemented by the Architectural Services Department and extended to all construction sites. Publicity and training on environmental awareness have been increased. The consumption of all types of paper, including drawing paper and envelopes, is monitored, as is the indoor air quality in offices.

Land Administration

The main functions of the Lands Administration Office of the Lands Department, which consists of a headquarters and 14 District Lands Offices, are land disposal, land acquisition, land management and lease enforcement. Land use statistics are given in the Appendices.

Land Acquisition

When private property is needed in the public interest, mostly to implement public works projects, and cannot be acquired by negotiation, it may be resumed under ordinances which provide for payment of compensation based on the value of the
