immigration authorities of Hong Kong and China, it was agreed that these people had resided in China for long periods before coming to Hong Kong, and hence should return there. Some 80 ECVIIs were then returned to China. The other ECVIIS applied for judicial review of the decision to return them to China in August, but the Court refused to grant relief. The ECVIIs' appeal will be heard in early 1996.
