Police Headquarters in the Sai Wan Ho East Pier, which should be completed by late 1995. A considerable number of smaller building conversions and improvements were also in hand for police facilities throughout the territory.

The construction of a 32-storey tower block at Police Headquarters in Arsenal Street was progressing on schedule. This office tower is expected to be handed over to the Force around the end of 1995 and will accommodate most of the Police Headquarters crime and security formations.

The construction of married quarters for junior police officers at Fanling was completed in October, providing 408 units for occupancy in December. Construction work for two blocks of married quarters at Wong Tai Sin is expected to be completed by mid-1996, providing another 429 units for junior police officers.

The refurbishment of 114 quarters at Queen's Hill Camp, near Fanling, was completed in August.

Communications

An interactive voice response system was installed at Traffic Headquarters to facilitate the handling of public enquiries. Similar systems are planned for the Police Public Relations Branch, the Licensing Office, the Certificate of No Criminal Conviction Section of the Criminal Records Bureau and the Force Recruitment Section.

A programme to replace all the Force tone-pagers with more advanced numeric display pagers was completed and several remote access terminals were installed.

Other major projects for which planning and development of communications needs are under way include Phase II of the new Police Headquarters building, the new Marine Police base at Sai Wan Ho, the airport at Chek Lap Kok and its associated rail links, and the police traffic radio systems.

Information Technology

The Force's Information Technology Strategy, the blueprint for information technology developments, was reviewed during the year to ensure that it will meet changing needs. The review findings provided updated information on the adequacy of existing information technology facilities to meet operational targets, and the latest requirements as a result of changes to policies, priorities and procedures.

Work began on several new projects within the strategy, including the Police Data Communications Network project which will interconnect all information systems. Planning for the replacement of the Force-wide message switching system (DATANET) with an electronic mail system is also in progress.

A pilot scheme is under way to identify the most suitable computer system to prepare bilingual charge sheets. Experience gained from a system currently operating in Wong Tai Sin and Tsz Wan Shan Police Stations, will pave the way for a Force-wide system.

A Computerised Litigation Support System, using the latest document-imaging technology, was installed at the Commercial Crime Bureau. This system will facilitate the investigation of cases involving a large volume of seized exhibits.

The user specifications for the Communal Information System under the strategy were finalised, and system analysis and design has begun. The system will assist in the day-to-day operations of the Force by providing a substantial amount of management information to
