There were also programmes associated with different aspects of daily life and social issues. Human Relations and Serve the Needy helped to arouse concern for other people. Crucial Moments focussed especially on patients with serious illnesses. The Environment Programme pressed home the importance of environmental protection. Law Programme highlighted aspects of the rule of law and human rights in a drama format. The new series of Doctor and You continued to encourage public interest in health and medical knowledge, and the Sex Education series promoted family life education.

RTHK's Educational Television Division and the Education Department continued to produce curriculum-based and special educational programmes for schools. These programmes, transmitted on the commercial television channels for eight hours every weekday during the academic year, were watched by about 604 000 school children from Primary 3 to Secondary 3.

RTHK, a publicly-funded station, is charged with providing balanced and objective broadcasting services which inform, educate and entertain the people of Hong Kong. Its news and public affairs programmes aim to provide timely, accurate and in-depth news reports. The Director of Broadcasting is the station's editor-in-chief.

RTHK broadcasts 1 148 hours a week. Its main Chinese and English services, Radio 1 and Radio 3, respectively, operate 24 hours a day. Each of the station's seven channels has established an individual identity.

Radio 1 is the main news and information channel of the Chinese Programme Service. It provides fast, accurate and in-depth news, and financial, traffic and weather reports. Major political and social events are covered extensively and the public mood of the moment is gauged through the channel's phone-in programmes Talkabout and Headliner. The three-hour public affairs magazine programme Newsrama is a major feature of the channel, bringing to listeners up-to-the-minute happenings around the territory.

Two major new programmes were introduced on Radio 1. The Putonghua Roundabout is targeted at Putonghua-speaking residents and visitors, and carries news, reviews, phone-ins and reports on activities in Putonghua-speaking countries and communities through reports and link-ups with overseas Chinese radio stations. The new District Board programme stimulates interest in local affairs through the coverage of activities in the territory's 19 district boards.

Radio 2 provides programmes in Chinese ranging from civic education to entertainment. Following a spate of student suicides, Radio 2 launched a new programme, Youth Hotline, which proved an instant success. The programme opens up a venue for young people to air, and share, their problems with others of their own age, and for professional counselling to be provided, without the disclosure of the callers' identity.
