Thus by the end of 1990, Hong Kong faced a slightly less difficult situation than in the previous year, given the drop in new arrivals from Vietnam. But with 52 036, one third of them children, still languishing in camps in the territory, it remained vital that the Hong Kong Government, the UNHCR, and the international community work together to find permanent homes for refugees and non-refugees alike, whether by resettlement or repatriation. The burden on Hong Kong to continue to provide land, buildings, staff and resources to house and care for all these people remained immense; and no one could know how many new arrivals there would be in 1991.
