When dollars are quoted in this report, they are, unless otherwise stated, Hong Kong dollars. The Hong Kong dollar has been allowed to float since November 1974, its exchange rate fluctuating ac- cording to market conditions. At the end of 1976 the middle market rate was about HK$4.675=US$1.
Metrication is gradually being introduced through- out government departments, and metric figures are given in the text of this report wherever they are now in general use.
