The twelve storey High Block of the new Hong Kong City Hall (above) will contain English and Chinese-language libraries, lecture rooms and a museum and art gallery. A little further along the waterfront_the-new Union House and its pre-war neighbour (below) illustrate another change in the face of Hong Kong.
