A notice has been issued warning mariners that flating mines are again making their appearance near Vladivostook and in Amur and Ussuri Bays. There is great apprehension that these mines may still retain their explosive element.

From Tonking papers we learn that the (French military authorities are vigorously prosecuting the operations against the Chinese revolutionaries on the frontier. Two serious engagements were fought at the end of August. At Hoang-au-Phi a French force of about 300 ander Captain Bonnet was attacked by a large body of "Reformists," and the fight lasted three days when Commandant Leoreux arrived and attacked the Chinese from the rear, killing 40 of them. The French losses were two killed sad two wounded.
