FOR ATION TUNAKES. The progress of the work under this sub. head is not quite as much as was expected, This is due to the unexpected difficulties met with in the nature of its material through which the long tunnel under Beacon Hill is being driven and also to the fact that great ; delays were experienced at hons in getting † delivery of the plant required for working the tuunel owing to the workshups generally being

up of or hers very full

There are five tuunels on the line but four of these can be neglectisd as før as expenditure and progress during 1907 is e merrued.

On a large tunnel as compared with carch work the reverse is the case as regards ex. peudituro and progress during the first year of coustruetion. In the case of a long tunnel a very large amount of material and plant has to by collectel aud ericki bfore a proper start can be made. This increases the nditure

eXp per lineal foot of tuund during the first your and it would not be right to multiply cut the completion of the tunnel at the same rates as the first lengths.

Up to the end of 19-7 the following has been done at Beacon Hill Tunnel :-

SOUTH SHUDE,

--

The beading had been driven 1975. Bet from. the face, and a shaft sunk about 20 foot deep This shaft is new thrown out of use but its con struction added greatly to the length of leading driven. 345 feet of beading had been widened and fully lined,

BRIDGES MAJOR,

About half the estimated expenditure has been expended on the large bridges. Of these 18 Bridges work has s'arted on

all except about 3 as regards Bl least collecting of material, Four are complet» with the ex- eption of the bonwork and 3 arched bridges are practically keyed in and ab ut 3 are about La'f finished. The rest are well in hand. I would consider there will be a saving of about Sanyon auder this head but it is difficult to say as all the found dions are not in as yet.

The reclamation of Kowloon Station Yard with m terial taken from cutting No. 1 is however taking longer than might be expected and I trust the completion of the whole line may not be delayed by any failure on the contractors to finish their contrat wị bin the specified time, r., December 1:44.

ESTIMATEX

I append 'etaild statement of the original, revised and suppl-m-tary Etimates together with statement of expe¤ liture to end of 19. 7 and estimated expenditure during 1998 and to com. plete the work. The expenditure during 1906 Alent one quarter of the estimated expondi - was $599,546, 1, during 196^$2,314,915 51, while far on this sub hal livs been incurred and it is estimated that during thepresent year the Le nsider a good deal more than quarter of | expenditure will amuant to §4, 99,000. The heading from the open was driven 962 feet during the year. It was started during the first work in January 195 7. A shaft was abo sauk 270 feet between January 3rd and October 24th and 115 feet of hond ng driven towards the south and 10 feet towards the North. beadings are in extremely hard e-mpact ruck which I hope will not require any lining of Į brickwork. On 31st December there was 120 feet of ling comploted.

The plant at both sides is similar. There has been erected a complete double set of electric lighting dynames and also a double set of air compressors for driving the rock drills These compressors are at prosent used for ventilating as well as driving the drills, a triplicate set of compressors are on order for ventilating when the headings got further into the bill. A great part of the expenditure up to date on the tunnel has been for the erection of this plant and the housing of the staff which will not I hope occur this year.

Hardly of the beading has been compl fed and the cost per lineal foot is slightly in ex- cess of the estimate and about 15 of the widening has been executed.

This widening is costing considerably more than the estimate and may result in an excess of $36annum being required. This is due to the large amonut ; of explosives required and the cost of the labour generally being under-stimated in the first instance through unforeseen difficulties,

|

The decrease in expuditur» during 1987 in the main bed of bridges was owing to the fart that the survy took rather longer than wis expected and as flore was no reason for purki og up last true, mu-Xtra Faios were given to hurry up the work.

1E4Ch LAFLASE.

Not much work was done under this bading

during 1907 owing to this high rates asked by the Chinese contractors. As there was object in collecting ballast at this early stage no large contracts were lot. A large amount has hou jout down for 1940s hu it is hop d this amount will not be required. The rates are falling gradually and it is probabbe that this will be done for Pas estimated amount.

TRICK PERMANENT WAY.

The unforeseen expenditure during 17 under this sub-head was for rails and sleepers for the reclamation of Kowloon Station Yard. It was decided to use the permanent rails a d -lupurs for this work as the use of narrow guage rails aut sleepers simular to what is in use at the Tuunel would få od the Colony with such a large amount of this material that it would bs diffi ut to get rid of at the e mpletion of the work.

This expenditure was material only.

A very large amount of material is at site in the shape of bricks and timber which makes the figures for expenditure look large com. pired with the progress and makes diagrams and figures very deceptive.

The minor tunnels will all be built within the estimate. The expenditure during the past year chiefly consisted of the cost of materials at the site of works.
