VICEROY SHUM NOT COMING.

RESIGNATION PERMITTED.

THE NEW APPOINTEE.

A Daily Press telegram dated Shameen, August 13th mid:

Viceroy Shum has been permitted to retire into private life.

The new Viceroy of the two Kwang provinces is Cheong Yan-tean, whose appointment is officially notified.

Lum Shew-nin has been app:inted Governor of Bonan.

[Cheong Yan-teun was judicial commissioner of Kwangtung in 1894; financial commissioner of Shangtung in 1898; director general of transports in 1900; governor of Shangtung in 1901; of Honan in 1902; of Kwangtung in 19. 3; and of Shansi in 1905.]

[Lam Shew-nin was governor of Kwangai in 1906, and lately a member of the Grand Council.j

THE RUSSO-JAPANESE CONVENTION.

A Daily Press telegram dated Tokyo, August 15th said:

The new Convention between Russia and Japan is published to-day.

Both parties agree to respect the territorial integrity of each other, as well as all rights secured by each in the existing Treaties with China, and in the Portsmouth Treaty aud Special Conventions.

Further, both Powers recognise and agree to maintain the independence and territorial integrity of China.

A Decres dated August 2nd and issued in the first duty of the Sovereign is to nourish and name of the Empress Dowager, states that the seek after the welfare of bis subjects. The Ancients attached great importance to proper conduct of internal government, and in moting harmony and cordial relationships with even greater proportion the necessity of pro. foreign countries. China at the present da has her hands full of national problems. Her commonalty have not improved in riches; hence the necessity of paying more attention to finance and economic conditions. To attain this end, we established the Ministry of Agriculture, Works and Commerce to attend to these matters, but it is to be regretted that although several years have passed, the minds of the people have not been opened and enlightened as much as should be and this has been due to the fact that officials of all degrees have not inangarated reforms with proper energy and earnestness, while their manner of exhortation and their advice for the encouragement of th people have bot been satisfactory. We, therefore, hereby command the Vio-roys, Governors, and Tartar Generals of provinces to instruct their subor dinates to make all haste to start all kinds of industries that are needed, and to exert them- selves to encourage business amongst the people. Those who are able to promote agricultural enterprises, mechanical arts and handicrafts, trades and miues or any other kind of business, or aid merchants to subscribe capital for industrial enterprises,, and succeed in them-such officials or gentry who have worked to such an end will be rewarded by the Throne to an extraordinary degree, Should any one be able to show that he has succeeded in starting a manufactory or industrial work with a capital of over ten million taele, where the workmen number several thousand, such persons will be even more greatly re- warded-even to the extent of being raised to the peerage. We further command the Ministry concerned to draw up a scheme of rewards in accordance with the foregoing and report the same us without delay. The said Min'stry is also commanded to present industries that have been started and brought an annual report upon conditions of trade and to completion and success and these sanual reports are to be distributed to officials, high and low, throughout the Empire for their information. Should any official, led by private animus fail to give proper assistance and protection to merchants and tradesmen, such official will le severely punished and no leniency will be shown. Let Our aim be to have no land lying fallow within our bor er, no wandering bands of unemployed people, and let us all work to make our country wealthy and strong. This is our earnest hop".

From the 1st January till 31st May this year the receipts paid into the Treasury amounted to $5,877,037.05, and the payments out amounted to 35668,703.3. The receipts under the heading of subsidia y coins amount to $43,316.97.

The Yokohama Prices Current and Market Report, published under the direction of the Yokohama Foreign Board of Trade, and dated Yokohama, 30th, July, 1907, has the following :---

Yarns.--The market remains as last reported, but buyers

are beginning to enquire for "forward," Shirtings. The position is gradually improving as stocks in dealers' hands are becoming smaller. Fancy Cottons and Woollens. -The market has remained the same as when last reported. Metals.-The market is extremely dull, almost ΠΟ movement of goods being reported. Kerosene,―The market is generally firm. Sugar-No change. Indigo (Natural},— No business to report.

EXPORTS.

Tea-Since our report of the 15th instant, the market has advanced about Yen 8 per picul on Common and Medium grades. GENERAL EXPORTS.

Copper-In view of the declining markets at home, producers show no inclination to operate, Fish Oil.-A further decline is reported, and rather considerable quantities have changed hands at Yen 7.90 to Yen 8.00 per 100 kin.

SILK REPORT,

On the 11th inst, our market fell to Yen 1,155 for No. 1-1 Shinshu Filatures; but shortly after- wards a reaction set in and prices began to advance sharply, with the result that Yen 1,230 has been reached for the grade mentioned above. Stocks continue to remain very limited, and the absence of various grades such as "Extra A and many fine sizes is keenly felt. At the close things are very firm.

WASTE SILK.

No Market. Small contracts are reported in Noshi-ito filatures at Yen 215 per pical. Arrivals of New Waste Silk are coming in very slowly, and the lots so far to hand cannot be considered as representative in quality.
