The native dealers are almost unanimous in their decision not to entertain any more forward business until after China New Year, and the small quantity that would be bought by Foreign importers on spec. makes it absolutely necessary for the mills to shut down on export cloths for the time being, that being the only way to get the trade back into a sound and healthy state again. This of course refers more especially to heavy American makes, as Manchuria, the chief consumer, cannot possibly be in a position to take more than a fraction at present of what her sub- sequent capacity may be when China comes to her senses and carries out in a right way her duty to wards those countries with which she has com. mercial treaties. According to a late telegram taken from a Japanese paper, the three leading commercial powers, Great Britain, the United States and Germany are in favour of Newchwang being declared a free port if China does not quickly carry out her obligations, which is as it should be. The near approach of the Mid-Autumn Festival, 2nd October, is adding a little more to the apparent stagnation, after which the natives quite expect to see a more general movement in spot cargo. This seems highly probable, as most of the country Merchants have returned to their homes for the time being. Meanwhile the Auctions do not indicate that the demand is so deadly dull. There is nothing of importance from any of our dependencies. In Newchwang it is said goods have been moving with a little more freedom, and with a trifle less restraint from official quarters quite a good business could be done. No orders for fresh supplies of goods have reached here, but it is significant that buyers of yarn have been in the market here during the interval. Manchester inanufacturers are weakening in sympathy with cotton, and the feeling is that they would be more likely than not to accept a firm offer three to four pence below their quotations. The position of Cotton is resonsible for this and should be well borne in mind. The Liverpool quotation for "spot" Mid-American is 5.50d, but September. October has dropped to 5.18d. while 5d. is quoted for January.

Messrs. Wheelock & Co.'s Report of 27th Sep- tember, 1906, states:-There is little of interest to report in our Homeward Freight market since last writing, beyond that the fact the prospects on the New York via Suez berth seem slightly better, the last two boats having received very fair support, all things considered; the other berths remain all dull as ever. Coastwise:-It is too early to talk of any improvement in coast rates as yet, but there are signs of an awakening which we can only hope are not premature; the number of steamers laid up is getting gradually less, and with the commencement of the cotton season next month rates should harden slightly all round.
