The recent heavy rains have produced a
wonderful change in the prospects of the rice farmers in the New Territory. Prior to that the ground had become so parched and the crop so sickly looking that the farmers had contemplated praying the Government for a reduction of the crown rent, but the welcome showers have given rise to bright hopes of good crops on all the paddy fields.

Baron von Bottendorff-Kolpim and Judge Dr Lucas, members of the Reichstag, accom. panied by Dr. Kruger, the German Consul, bis wife and Lady Piggott, paid a visit to the Supreme Court (on September 3rd to gather information as to the workings of the machinery of a British Court in the Far East. They were received by Mr. A. Seth, the Registrar, and introduced to their Honours the Chief Justice and the Paisne Judge. Then, in the Court they saw the numerous officials in their allotted places, but, nafortunately, the only case set for the day in original jurisdiction was adjourned, consequently they were dis- appointed in their desire, and left to risit places of interest in the city.

A meeting of the. Squatters' Board was held at the Supreme Court on September 3rd to | consider a claim by Ma Kin and Shek Ab-nam to certain parcels of land in the New Terri tory. Mr. A. G. Wise presided, the other members

H. E. Chêng Têh-ch'uan, Tartar General of Heilungeliang (Chinese Amur), has recently sent to the Waiwupu an indignant protest against military representative at Tsitsihar, the capital the highhanded interference of the Russian of the province, and asks the Waiwapu to request the Russian Minister in Peking to put a stop to the unwarranted actions of his subor- dinate (?).
