The Japanese did not insist upon including in the treaty with Chin the right to establish 32 banks in Manchuria, as "all foreigners will 32 have such privileges in the new treaty towns."

It is stated that the civil powder magazine, which is situated at Stonecutter's Island, is shortly to be removed to Green Island in order to give the military authorities complete possession of Stonecutter's.

Mr. E. W. Tilden, lately agent in Hongkong of the Pacific Mailand Occidental and Oriental Steamship Companies, has been appointed acting agent at Shanghai vice Messrs. Fearon, Daniel and Co., who have resigned the agency.
The Japanese Government has decided to ap- propriate the sum of Y8,500,000 to be used in. the improvement of the harbour at Yokohama'.. dredging, breakwater works, landing facilities, &c. The soheme of work is to be completed in six years, and of the cost, the Municipality of Yokohama will bear one-third. To meet this expense it is proposed to issue municipal bonds. A foreign capitalist is already reported as prepared to undertake the whole amount.

We have received the announcements for 1906 of the Tang Wen Institute at Amoy, an educational institute founded in 1898 by the American Consul and six wealthy Chinese merchants. The building erected in 1902 accommodates six hundred day scholars, and There are sixteen two hundred boarders,
An article (in English) in the Nanfangpao of Jan. 4 deals with the need of well-organised police in China, which, it says, is just as import-instructors. The object of the schools, as ant for China as the organisation of a new army to defend the country.
Viceroy Chang Chih-tung is making some further amendments to the new Mining Re- gulations, which, it is feared, will not be ready
for submission to the Board of Commerce within the present Chinese year.
The Ojo Colliery Co., which was formed about twelve years ago, and was so unsuccessful at first that it was on the verge of dissolution, has beeu so rehabilitated by its present directors, Messrs. Y. Kawai, and Y. Hamamoto, that it has declared an interim dividend at the rate of 25 cent
per per annum, besides adding a large sum to reserve.
The Russian Minister, finding that at present the officials and Chinese generally are all absolutely inclined to be anti-Russian, and are trying to exclade Russian influence from Manchuria and Mongolia, will not open negotiations with China for the present, but is trying to carry out enterprises in Manchuria and Mongolia by actual force. It is not known, therefore, when the Chino-Russian negotiations will commence.
According to the report of H.E. Chao Erh- hsün, the number of inhabitants of the Three Eastern Provinces killed during the war is estimated at 20,000, while the damage to Chinese property is put at Tls. 24,000,000 by the Muk- din fighting, and Tls. 45,000,000 by other eugagements. Baron Komura will bring the question of compensation before the Japanese Government and the Russian Government is also to be approached.

Religions teaching of all kinds is prohibited, but & respectful toleration of the various beliefs is insisted upon. "Respectful toleration" ought to be inculcated in every school, native or foreign, especially in missionary colleges.
A NEW FOREIGN SETTLEMENT.
CHINANEU SUCCESSFULLY OPENED.
A Daily Press telegram, dated Shanghai, January 11th, said: The new foreign settle. ment of Chinanfu was opened yesterday, in beautiful weather, and the function was an immense success,
The Governor entertained fifty foreigners to a banquet. Among the guests were some official visitors from Chefoo and Taingtan.
[Chinaofa, the capital of the Shantung pro- vince, is now connected by railway with Kisochow, the opening train running there, it may be remembered, on June 1st, 1904. A rail- way between Chinanfu and Tientsin is in course of construction, and the survey of a branch line southwards to Yenchow and ultimately to A connection between Nanking, is in hand. -- Chinsnfu and the Hankow-Peking trunk line, by way of Yenchow and Kaifeng, is projected.
