The French Mail of October 13th arrived, per the ss. Tonkin, on Monday the 13th iust; and the English Mail of October 20th is due to arrive, per the ss. Simla, some time to-day.

A 5th of November telegram frem Peking to the N.-C. Daily New says:-There is at present a movement amongst the Chinese officials and pe ple to buy back the mining and railway concessions already owned by foreiguers, or to reject all the proposed concessions asked by foreigners without any distinction, ander the pretext of restoring China's interests and rights. Therefore there is a tendency on the part of the Powers to take international steps.

A Huuanese named Li. with three others, has contracted to construet 60 li of the

terms: The work is to be carried out in Kinkiang-Nauchang railway on the following accordance with the cost and time stipulated by the railway office; all expenses will first be paid by the contractors and afterwards regarded as a loan to the r ilway, bearing interest at the rate of foar per cent, beginning three months from the commencement of the work.

The Cablenews says:-Before the attack on the missionaries at Lien-chau there had been an effort male to burn the mission at Yintok, which is 60 miles from Lien-chau, on October 26. The fact is that there is an undoubted Boxer movement well under way in this part of China. Britishers and Americans are con- vinced that

The Foochow Echo of Nov. 4th says:-H.M.S. Hecla and five torpedo destroyers arrived at Pagoda Anchorage on Monday morning from Thursday and the Hecia left for the same port Japan. The destroyers left for Amoy on

o Friday morning. Foochow did its very best to give the visitors a good time and we sincerely hope the China squadron will send in its men-of- war a little more frequently than has been the case of late years. Though exiles in the Far East we like to know and see that we have got

a navy.

H.E. Chao Erh-hsün contemplates the in- troduction of the salt monopoly into Manoburia in order to obtain funds for the administration of the Three Eastern provinces. A Peking wire to the NC, Daily News says:--

:-Hig Excellency is selecting competent officials to be dispatched to Japan and Formosa to study Peking Government to negotiate with the the system in use there. He has asked the Japanese authorities to prohibit the import- ation of salt into Manchuria, except for the use of the Japanese forces there.

The new Institute for Sailors on Prays East, Wanchai, is going ahead. The latest develop- mut consists in the provision of a billiard room. The local branch of the Navy League has most generously presented to the Institute 1 new table made by one of the best English firms and this has been duly installed a promims to become a great attraction. His Excellency the Gover- interest in the Institute, has also given a number nor, who has from the beginning taken a warm of choice pictures to brighten up the walls.

The 20th of October last was a red letter day in the annals of the newly-organised Tientsin gendarmerie. In obedience to instructions from H. E. Chao, Vice-President of the newly created Board of Public Safety (Chingpu), all the Tientsin gendarmes cut off their queues, and now, attired in neat uniforms, with "sword at side, long malacoa cane in hand, and cape similar to those worn by Japanese soldiers on the head, the Tientsin gendarmes really look "fit." On the cap of each, above the peak, is a gilt Chinese character "Ching," denoting
